24/07/08 City of Sydney Proposes Free Parking Scooters Motorcycle and scooter riders would be exempt from paying for parking on City streets under an innovative new City of Sydney Motorcycle and Scooter Strategy to be discussed at a meeting of the Planning, Transport and Development Committee on Monday 28 July.

The draft strategy also proposes trialing publicly accessible charging points for electric scooters, on-street fastening points to secure motorbikes and advocates for cheaper and easier tolling options on motorways.

Lord Mayor Clover Moore MP said the strategy is designed to support the increasing number of people making the switch from four wheels to two. "The number of registered motorcycles rose from 351,000 to 512,000 between 2001 and 2007," Ms Moore said. "More and more motorists are feeling the pinch of increasing petrol prices and are switching to motorbikes which can consume up to four times less fuel than a car while being easier to park. "The City is committed to sustainable transport options and supports the gradual shift away from large, polluting vehicles to smaller more efficient vehicles to complement walking, cycling and public transport. "This draft strategy addresses the key issues motorcycle and scooter riders face on a daily basis - parking, safety and security. The current pay and display parking meters discriminate against motorcyclists who cannot display a ticket on a dashboard and risk having a ticket stolen or blown away. "This strategy proposes to exempt motorcyclists and scooter riders from paying parking meters, but they will still be required to comply with maximum time restrictions which are enforced by City Rangers," Ms Moore said.

Scooters and motorbikes tend to be easier to park and can reduce demand with five scooters or motorbikes able to fit into the same space required for a car. The City already provides 600 free, untimed parking spots across the CBD and inner city suburbs.

"In a densely populated urban environment, scooters and motorbikes can be a convenient and cheap option for single person travel. However safety remains a key concern for all motorcyclists," Ms Moore said.

Motorcyclists are 30 times more likely than a car occupant to be fatally injured and 41 times more likely to sustain a serious injury. Even though motorcycles constitute less than five per cent of all registered passenger vehicles and less than one per cent of vehicle kilometres travelled, motorcyclists account for almost 15 per cent of Australian road fatalities. The strategy proposes to review all city streets to identify hazards and obstacles that may increase risks for motorcyclists and to work with the RTA on its successful education programs for riders and other road users.

The strategy has been developed in response to submissions and surveys of riders and in consultation with respected motorcycle writer Peter Thoeming and the Motorcycle Council of NSW. "Any world city needs a healthy mix of transport options," Peter Thoeming said. "The Scooter and Motorcycle Strategy takes Sydney closer again to creating an optimum mix. "I feel sure that the motorcycle community will heartily welcome the very substantial increase in parking and the City's support for their lifestyle and transport choice. "With a significantly smaller footprint both when moving and when parked, scooters and motorcycles can relieve traffic pressure on urban centres. Given their generally excellent fuel economy, they can do so while emitting significantly lesser amounts of polluting gases. They can do this while still increasing the access that inner city residents have to services, because they are easier to park both at home and while out and about," Mr Thoeming said.

The draft strategy will be considered for public exhibition at the Committee meeting on Monday and at a full Council meeting on Monday 4 August. The free parking will be subject to a 12-month trial. City Staff's report recommends that the strategy be publicly exhibited for 28 days, which will commence in August if the recommendation is supported by Council. This will allow the community and motorcycle and scooter riders the chance to read and comment on the proposals.

Piaggio launches hybrid scooter. Italian manufacturer Piaggio, the maker of Vespa, has launched an environmentally friendly hybrid scooter by mechanically and electronically linking a traditional combustion engine with an electric motor.

The new design, which has a working title of HyS (Hybrid Scooter), allows the petrol engine to work as `normal', but whenever the rider needs to accelerate more aggressively, the electric motor kicks in, providing about 85 per cent extra performance. The grouping of petrol and electric provides significant reductions in fuel consumption and C02 emissions.

In this dual drive-by-wire type system, a sophisticated electronic management system interprets the rider's request for more power, and selects the level of assistance based on the current level of battery charge. During deceleration, the battery is then recharged, which can also be achieved via a regular electricity source, taking about three hours.

As well as the hybrid set up, riders can also toggle between two other modes on a HyS scooter: electric and petrol. In electric, the combustion engine is completely shut down, and allows a range of up to 20km.

Scooters already enjoy a low environmental impact and soon owners will be able to further reduce their footprint on the earth, said Piaggio's Brand Manager Simon Gloyne. Our studies have revealed that potential owners want to do the right thing, but are reluctant about electric-only scooters due to their limited range and inability to take on fresh energy at the drop of a hat.


The HyS models will enable owners to have their environmental cake and eat it too.

Piaggio has already produced prototypes of the HyS, based on the Vespa LX and Piaggio X8 and three-wheeled MP3 scooter families. The HyS versions are visually identical to the standard scooters, with the batteries housed in the underseat storage space. There is a battery charge indicator on the respective dashboards.

Piaggio Australia is planning to introduce these new models, although a release date for the revolutionary HyS scooter is yet to be determined. `

Vespa, the world-famous scooter synonymous with youth and style, has just celebrated its 60th birthday with the release of three new models and the announcement of plans for a Vespa museum. Its maker, Piaggio Group, announced the museum project during a ceremony at its plant near Pisa. The Vespa became as much a fashion statement as a means of getting around after its birth in 1946. It will open in 2007 to house Piaggio's entire collection of the two-wheeler, including the first model, the Vespa 98, which putted along at a mere 60km/h. It was an affordable and sturdy means of transport for Italians recovering from the ravages of the Second World War but was immortalised in 1953 by carryig Audrey Hepburn and Gregory Peck around the eternal city in the film "Roman Holiday". The Vespa quickly became an international phenomenon, with lovers of its design and practicality forming clubs and becoming collectors. Demand was so strong that it took only 10 years for the millionth Vespa to be sold and that was way back in 1956. Piaggio estimates that nearly 17-million Vespas have been sold. The two-wheelers were designed by aeronautical engineer Corradino D'Ascanio and called Vespa (wasp in Italian) not only for the buzzing sound of its small engine but also because of its unusual appearance. It had a "head" with headlight and handlebars, narrow waist and flared back tapering to a point - a design to which Piaggio has remained faithful. The three new models - the GTV, LXV, and GT 60 - are perhaps the most reverential by reverting to the original design. The headlight is back on the front mudguard and all three are finished in the original aeronautical grey. Their engines, of course, are stronger and cleaner. The GT 60, which pays homage to the first model, the Vespa 98 from 1946, is a limited series; only 999 will be assembled. "The orders are already coming in," a Piaggio spokesman said. Piaggio has also remained faithful to the original aim of its scooter as an inexpensive means of transport. It recently came out with the LX 50 HyS, a hybrid prototype that is being tested in a number of cities before reaching showrooms sometime in 2007. My Scooter offers “Pre-Ride” check list overviews to it’s customers Whether you use your scooter on a daily basis or just on the weekends, it’s all too easy to forget about making regular checks to ensure your scooter is safe to ride. My Scooter offers a monthly “Pre-Ride” overview to it’s customers on the first Monday of every month at 6pm in the Drummoyne shop which demonstrate key items to look for, hence, making it easier for you to spot problems and wear and tear early. The duration is usually between 30-60 mins depending on how many questions, etc.
